转照这件事,先搞懂三个词
Reciprocity(互认)和 Endorsement(凭资历核照),实务上讲的都是同一件事:你已经在别州持照,目标州愿不愿意认。真正的「互认」其实很少 —— 绝大多数州走的是「凭资历」,也就是逐案审查你的学时、考试成绩和执业纪录。
没有一个州是「拿旧执照换新执照」这么简单的。就算你完全符合条件,通常还是要重新递件、重做背景调查、重付一次费用。
最常卡住人的三关
- 学时不够。各州从 500 到 1,000 小时都有。从低时数的州搬去高时数的州,很可能要补课。
- 没有考过目标州认的那份考试。如果你原本那一州根本不考试(例如加州)或考的是自己的州考(例如纽约、夏威夷),那你手上多半没有按摩联邦考试的成绩,去到认这份考试的州,通常就得补考。
- 目标州的法规考试跑不掉。这一关几乎不看你从哪来 —— 考的是那一州自己的法律,人人都要考。

Three words to get straight first
Reciprocity and endorsement describe the same practical thing: you already hold a licence elsewhere and the destination state decides whether to recognise it. True reciprocity is rare — most states run a case-by-case endorsement review of your hours, exam scores and practice record.
No state simply swaps an old licence for a new one. Even when you qualify cleanly, expect a fresh application, a fresh background check and a fresh fee.
The three things that usually block people
- Not enough education hours. States range from 500 to 1,000. Moving from a low-hour state to a high-hour one often means additional coursework.
- Not holding the exam the destination accepts. If your current state requires no exam (California) or uses its own (New York, Hawaii), you likely have no MBLEx score — and states that require it will generally expect you to sit it.
- The destination's state law exam. This one rarely cares where you came from — it covers that state's own statutes, and nearly everyone has to take it.
